This past week, Republican Congressman Joe Wilson announced a piece of legislation that could dramatically reshape the National Labor Relations Board ("NLRB"). The proposed bill, entitled the National Labor Relations Board Reform Act, would add a sixth member to the current five member board and provide greater reliability in board rulings while checking the power of the Board's general counsel.
Under Wilson's plan, the Board would be comprised of three Republicans and three Democrats and require a majority decision that would involve both parties. In Wilson's opinion, a nonpartisan Board would "restore fairness and protect the rights of workers."
There is certainly something to be said for how partisan the Board has become. And having an even split among Republican and Democratic Board members would be an interesting change. However, I could envision things grinding to a halt as a majority decision that involved both sides would likely be a contentions matter and likely hard to come by, given the issue.
While this proposed bill is still in the very, very early stages, it is worth noting. In recent months, Republicans have taken continued shots at reigning in the NLRB. Remember when Wisconsin Governor Scott Walker proposed sweeping changes last month? (Governor Scott Walker Proposes Scrapping the NLRB). Of course that did not help him gain much traction in his run for President, as he dropped out soon after making these proposals. In any event, however, it got the topic in the national spotlight...something that Congressman Wilson is continuing to do with his proposed bill.
